Capac wiring

While running the leads for my hot water tank, I found a bolt through aN aluminum support with 2 wires grounded to it. The one ran to a grounding bus block and I have since removed it from the hull and terminated it to my new grounding block. The other runs up to my capac monitor. can anyone take a look at their monitor and see if this connection does indeed go to the hull like that or if it should be grounded to the grounding bus as well?
