Westerbeke 4 cyl gen wtw6.5 (c. 1986) - test overspeed shutdown module

Hello all. I wanted to know if anyone knew of any way to test the overspeed shutdown module to verify it has failed. I removed it from the genset and jumped per the technical manual and was able to get a spark from the coil. When overspeed shutdown was installed there was no spark from the coil. Before I drop the $200 I wanted to see if there was any input about testing, or something I could be missing. Thanks in advance.
Specifically, after studying the schematics & testing, I do not appear to have a 12v signal from my overspeed module to the distributor (T1/Dist). The result is the coil never fires.
Does anyone know if (T1/Dist) should have 12v when (T2/12vDC/B+) is energized by the run switch?
(T2/12vDC/B+) does have 12v when the run switch is depressed.
