Which is correct for filling in minor hull pits?

PC-11 - It's formulated for water immersion. I used it on my (unfortunately) fairly widespread pitted hull 3 years ago and it's working great. Took a tip from Jeff and primed the hull first (had the hull sandblasted) to ensure paint adhesion. Then I filled in all the pits with PC-11. Did a little minor sanding to get it all smooth and then added several more primer coats before 2 coats of bottom paint.
