It's all about lawyers and insurance (as is most things nowadays). Apparently, there's been a few horrendous marina fires caused by careless refueling by members.

Its very common to have a "no portable fuel tanks", or more specifically, no refueling on the docks. Good reason for this. I witnessed an explosion at a fuel dock a few days ago. The fully engulfed (and not tethered) craft drifted into a nearby dock, and nearly set off all of the dock.
