13.8 volts is fine as long as it shuts off once the batteries are charged. (that your regulator is working) --Ed

Oil pump stuck? Sometimes one more bolt that they hid. Otherwise it sounds like it is just stuck on with the gasket. The oil pump should be primed if the engine is full of oil. To lube the engine you can pull all the spark plugs and ground the coil output. Then crank it over with the starter. Should...

Loose cap must be fixed first. Wrong rotor or cap, or cap is not placed so the detent goes into the notch to align it.

Rubber hammer to get parts loose, ball peen to reverse the dimple that forms on a sheet metal valve cover. No oil pressure on these valve covers so it doesn't take much to keep the oil in. If they leak you have a very poor seal.
And the biggest hammer you have when you give up.

What kind of wire? Are they black co-ax ? If so they are just old antennae wires (AM/FM or VHF radio). Common to find abandoned wires, don't worry about them.- Ed

3 way switches for control from top or bottom

Scan_20160919 (3).png You will need to add two wires and two switches for each engine. Wires will go from lower to upper helm, and switches need to be single pole, double throw. Double pole are common, will work fine, you will just have spare contacts unused. Do not get center off, or spring loaded...
