First try the simple step: change the fuel filter at the mouth of the carb (where the fuel enters the carb). It's the small (finger sized) filter and I think the number is CG 11. Don't know why, but when that thing clogs, the engine wants to stall if you push it above 1,800-2,000 rpms

I know this may be stating the obvious but just to make sure: when you hang whatever you use over the side, it has to be connected to the hull. Stainless wire clamped/tied to a cleat or stanchion or rail. Hope it solves your issue.

Sun will quickly wreck plastic and you'll have to re-do. An anodized (if possible) or just painted metal will last and last. I'm sure someone with 3D printing skills can knock out something -- but that's a tall order.
