We see this all the time, I work as a service supervisor for a large diesel engine manufacturer. Just because there is voltage does not mean the wiring will carry the proper amperage. In our shop We use load testers or a headlight to make sure that wiring can carry enough amperage/load.

The fresh/raw water cooling terminology always trips me up, I have no antifreeze or hear exchanger, every thing is cooled by river water.....thanks for the reply.

Compression test, doesn't matter much if it's cold or warm in my opinion. what you want to look for is one or more cylinders that vary greatly from the others, 10 percent or less differential is the rule of thumb.if they are all low squirt some penetrating oil in each cyl and test again. Good advise, for mechanical pumps are more reliable in the long run. The main advantage of the E-pump is priming the carb. My '78 28 express had an opening in the transom rail, directly in the center. The opening had a chain to close it up, just like the openings to the cockpit on the port and starboard sides.

I should say, impellars ar good, plenty of flow verified by pulling hoses off various fittings.
